Item statuses

Rename the four built-in statuses or add your own, each with a colour and a category:

Category	Meaning
To do	Open, not started
In progress	Open, started
Done	Counts as complete
N/A	Left out of progress

The category decides how a status counts toward progress, JQL and the validators. Ticking an item uses the first "To do" and "Done" statuses. Keep at least one of each. Items whose status was removed count as "To do" until someone changes them.

Permissions

Anyone who can view an issue can edit its checklist. With Assignee only, an item that has an assignee can only change status by that person; unassigned items stay open to everyone.
